Public Tender Overview:

Pobal operates a multi-lot framework arrangement for the supply, installation and monitoring of telecare equipment under the Seniors Alert Scheme. The original procurement was conducted through an EU-wide competition and established a framework for the provision of telecare equipment and monitoring services. A requirement has arisen to modify the duration and value of the current arrangement.

This notice relates to a modification to an existing framework awarded in 2021. A replacement procurement process has been initiated on behalf of the Department of Rural and Community Development which is currently underway. However, delays experienced during the procurement process have impacted the anticipated contract award and implementation schedule. Without an extension to the existing framework operated by Pobal, there is a significant risk of interruption to service delivery before the successor arrangement can be established. The modification is necessary to ensure continuity of a critical social support service pending completion of a replacement procurement. The modification increases the maximum framework value by Euro 3.85 million, representing approximately nineteen percent of the original framework value of Euro 20.4 million, and does not alter the overall nature of the framework. The modification complies with the unforeseen circumstances outlined in Article 72(1)(c)(i) of Directive 2014/24/EU.

This notice acts as a modification award notice in accordance with Art. 72.1(c)(i) of Directive 2014/24/EU. Pobal awarded a framework agreement for the Supply, Installation and Provision of Telecare Equipment and Alarm Monitoring Services in 2021 on the basis of four lots – Dublin, Leinster (excl. Dublin), Munster and Ulster-Connacht. Contracts under the frameworks were awarded with a final expiry date of 31 August 2026. The maximum framework value across all lots was Euro 20400000. A new procurement has been initiated on behalf of the Department of Rural and Community Development and is currently underway. However, delays experienced during the procurement process have impacted the anticipated contract award and implementation schedule. Without an extension to the existing framework, there is a significant risk of interruption to service delivery before the successor arrangement can be established. For that reason Pobal is notifying the market of the extension of the framework for a period of six months, with the option, if required for an additional six month extension if the successor arrangement has not been concluded. There are two suppliers appointed across the four lots. Lot 1 Dublin is being increased by a maximum potential of Euro 500000; Lot 2 – Munster is being increased by a maximum potential of Euro 1750000; Lot 3 Leinster (excluding Dublin) is being increased by Euro 350000 and Lot 4 Ulster-Connacht is being increased by Euro 1250000. The modification is necessary to ensure continuity of a critical social support service pending completion of a replacement procurement.
